Consultancy in Public Procurement for Public Authorities:
Development of the Annual Plan of Public Procurements according to the initial forecasts;
Development of the Annual Plan of Public Procurements according to the budget credits and/or commitments;
Advice on choosing the optimal award procedure from those provided by GEO no. 34/2006 and achievement of the “calendar” of the procedure;
Advice on fulfilling the obligation to use electronic means for award procedures and for direct purchases for at least 40% of the total value of the purchases made during the fiscal year, as
provided by the law;
Preparation of the tender documentation – data sheet, Specifications, forms, and draft contract/framework agreement;
Guidance in using the Electronic Public Procurement System (SEAP) to publish notices/invitations, tender documentations, possible clarifications/errata, etc.;
Provision of model documents that must be prepared during award procedures;
Design and drafting of documents that must be prepared during award procedures;
Assistance during the award procedure;
Participation in the evaluation committee as a recruited external expert;
Assistance in the relationship with the state institutions competent in the field of public procurement;
Drafting of the public contract/framework agreement;
Completion and preparation for archiving of the public procurement file;
Notification of legislative changes in public procurement and presentation of their implications on current activity.
